SCADA System Detailed Design Project Management

Prime consultant and system integrator for the District of Saanich’s SCADA program

We provided engineering services and support to Saanich, who supplied their own contractors for the installation and construction of the SCADA system.

This document provided the vision for the SCADA system upgrade. Opus DaytonKnight then provided basis of design, detailed design, project management, costing, staging, construction management and administration, programming of HMI and RTU, commissioning and training for this project.

We provided direction on:

  • Appropriate technology to serve the engineering, operations and business needs
  • Engineering and operations requirements
  • Security management and policy
  • RTU and HMI shootout
  • Radio communications infrastructure design, implementation plan, costs and recommendations

A new radio repeater design allowed for more efficient and robust communications with the remote facilities. We provided the programming and configuration of the Siemens Factorylink HMI program and the Motorola ACE Remote Terminal Units (RTU) that provide the District staff the ability to control stations remotely.

The radio architecture was upgraded from a 900MHz, 2400 BPS to a 900MHz, 9600 BPS licensed radio. We also provided the design of a repeater station at the Mount Douglas site.

All SCADA facilities required upgrading and modifications to control panels, electrical and instrumentation systems.

We provided engineering services and support to the District who supplied their own contractors for the installation and construction of the SCADA System. The existing HMI system was migrated from Realflex based on a QNX platform to a Windows platform. Existing RTUs were supplied by Micra systems.
